Job Description

We are seeking a dynamic and experienced individual to lead the strategic oversight and execution of evaluation frameworks and data for a multi-year initiative being implemented across the Health Collaborative to transform primary healthcare systems in Africa.

The ideal candidate will bring strong expertise and experience in monitoring, evaluation, learning and adaptation (MELA), providing expert guidance on a comprehensive MELA strategy and overseeing its execution. The incumbent will bring deep expertise in designing and managing large-scale collaborative MELA programs, ideally in Sub-Saharan Africa.

Situated in Accra, Ghana, the Director, Insights and Impact will report to the Senior Director, International Relations/Head of the Secretariat. University of Toronto serves as the Secretariat for AHC The incumbent will have a dotted line of accountability to a sub-committee of the AHC’s Executive Steering Committee (ESC). This role will be part of the  Secretariat team led by staff in the Office of the Vice President International (OVPI) at the University of Toronto (U of T), with other members of the Secretariat located in Accra, in Cape Town and in Nairobi. This role will work closely with Secretariat staff, members of the Collaborative at the eight other universities, including program leaders, and with other health ecosystem stakeholders.  

The incumbent will work closely with a multi-stakeholder working group and governance committees representing all 10 AHC partner institutions. The Director will be part of the AHC Secretariat’s senior leadership team. The individual will be the primary point of contact for an aggregator firm (vendors currently being procured), overseeing their work and ensuring ongoing alignment and timely project deliverables.  The role will be supported by an experienced team of four (4) workstream professionals: Communications, Learning, Network Development, MELA-focused Research, Monitoring & Evaluation. The team may include a number of early-career associates (interns) and will work in collaboration with expert service providers. 

Strategic Leadership
Provides expertise and strategic advice to the Secretariat and Executive Steering Committee (ESC) leaders on informing the shared indicators/metrics to track, and the development of methodologies or systems to collect and analyze data at regular intervals throughout the year at a pan-institutional level, and/or for specific initiatives.
Provides thought leadership to inform AHC’s Network Development, Communications, Learning, and identify MELA-driven research questions and advise on how to address them.
Works closely with the aggregator firm to use relevant data and insights to prepare relevant presentations to facilitate decision making at key tables: the ESC sub-committee, Mastercard Foundation, Secretariat’s leadership team; and the working groups, etc. as needed.
Communicates complex information to senior leaders across the Collaborative to provide evidence for operational decision-making in support of priority business goals and to help identify areas of improvement. Areas of program effectiveness may include curriculum design, development and delivery; quality, credibility and integrity (or the extent to which AHC lives up to its purpose and generates positive value for society).
Oversees the aggregator firm’s work with MELA leaders to analyze institutional datasets for additional evidence and insight, ensure alignment with project goals.
Acts as a critical eye and resource in best practices for primary and secondary research to measure AHC’s outcomes and determine relevant benchmarks. 
Manage high-stakes engagements with senior leadership, providing data-driven insights and responding quickly and effectively to ad-hoc requests.
Strategizes with leaders on how to improve performance and impact on key areas. 
Translates data generated by aggregator firm to identify trends, opportunities, and concerns.
Support the Senior Director, International Relations, the Assistant Vice President, International Engagement and Impact and the Vice President, International on impact strategy to inform the development for new AHC program development and other workstreams.


Project Management 
Serve as the primary project director overseeing the MELA Aggregator firm’s deliverables.  The Aggregator firm is the vendor (currently being procured) which will be undertaking the MELA activities across the Collaborative. 
Oversee workstreams ensuring alignment with AHC’s strategic social impact objectives and operational excellence.
Oversee AHC Theory of Change and program frameworks, milestones and performance metrics to drive desired impact. 
Ensure adherence to the AHC governance framework, risk mitigation and management within a decentralized, multi-stakeholder network.
Ensure the MELA team and vendors put in place reliable and valid processes and measures to assess performance and impact.
Serves as the frontline resource for the engaged vendor teams and leads project management in design, development, longitudinal data collection, data management, analysis, interpretation and reporting.
Works with AHC Secretariat leaders and Aggregator firm to build out a new data collection infrastructure, synthesizing insights from their implementation activities.
Engages with leaders at all levels to promote the adoption of a culture of data-informed decision making.
Responsible for allocating, managing and monitoring a budget envelope for workstreams within the Secretariat function.

Data Expertise 
Works to identify standard key performance indicators (KPI) to align with workstream objectives and in reviewing vendors’ deliverables 
Oversees the Aggregator firm to acquire, assess, develop, and maintain longitudinal data sets to understand ongoing year-over-year performance results.
Performs ongoing analysis and detailed reporting, working with programs, and workstream leads to feed into period reporting. 
Oversees the Aggregator firm to inform the design and development of data visualization/dashboards and information design to communicate AHC insights effectively.
Collaborates closely with community of data specialists at each AHC partner institution to leverage institutional infrastructure, tools and technologies for data management and reporting/analytics purposes, where applicable.
Collaborates with AHC partners and serves as steward of data, conducts ongoing data validation, ensuring data integrity, accuracy, privacy, security and ethical issues are considered, are maintained and appropriately being used.

Stakeholder Engagement
In consultation with Sr. Director, ensures appropriate agenda is set and materials prepared for consultation, for sign off and reporting to the ESC-MELA sub-committee. 
Oversees stakeholder engagement strategies to promote the development of a culture of data-informed decision making within the Collaborative.
Maintains strong understanding of the Primary Health Care (PHC) and higher education sectors, the varied audiences/stakeholders, partner priorities and factors that could influence metrics that evaluate the performance of those priorities. 
Works closely with the Senior Director and ESC members to determine how best to leverage insights in communicating impact and enhancing the AHC brand. 
Develops strong and collegial relationships with a number of external and internal stakeholders, identifying existing and new data sets that can be creatively developed, tapped and measured in the most efficient and effective way.
Serves as a part of the team to support the design and execution of a robust stakeholder engagement strategy to foster collaboration and maximize value and impact on our network.

Internal contacts will include the Laine` Services team (employer), the AHC Secretariat team and senior leaders at the University of Toronto. 
Relevant tables: ESC-MELA Sub-committee; MELA and Communications Working Groups.
External contacts include regular contact with stakeholders. This may include AHC senior leaders, faculty, staff, students, vendors, among other ecosystem partners.

HOURS OF WORK:
Meeting times/work hours may vary. This role will work with vendors and partners in Africa and Canada. Flexibility is essential. Monday to Friday. There may be occasional travel over weekends.

5. QUALIFICATIONS REQUIRED

EXPERIENCE/EDUCATION:
A minimum of 10 years’ experience
Substantive experience working in Research, Monitoring and Evaluation, Social Impact Measurement or Data Analytics monitoring, evaluation, data collection and data analysis, impact reporting, project/program development and management
Advanced degree from an accredited university (master’s or higher).
Demonstrated experience in higher education or primary healthcare settings, public health, non-profit, health equity, or applied research methods.

SKILLS:
Expertise in blended research methods: quantitative and qualitative or mixed research methods and design analytical skills. Extensive experience using digital analytical tools.
Ability to work cross-functional, distributed teams in a fast-paced, high-impact environment. 
Strong research, writing, communication, presentation and interpersonal skills 
Ability to assess, analyze, and clearly communicate and present complex data and recommendations.
Strong editing and writing skills, including ability to tell a story using data, and to prepare reports and presentations for senior leaders.
Strong project / vendor-management skills, particularly professional teams.
Ability to work remotely with limited supervision and to manage a distributed/virtual team
Negotiation skills and influencing techniques are an asset.
