Job Description
KEY RESPONSIBILITIES
a) Develop and implement an M&E and Logical framework aligned with the program’s theory of change, strategic outcomes, and multi-partner, experiential, and workforce-focused initiatives.
b) Review partners’ Program Implementation Plans (PIP) and Procurement Plans
c) Develop key performance indicators (KPIs) and data collection tools to track progress against the Collaborative’s 3 strategic outcomes: SO1 (Education), SO2 (Access and Success), and SO3 (Entrepreneurship).
d) Lead participatory data collection processes across partner institutions, TVET institutions, community organizations, private sector
e) Train project staff and partner liaisons (i.e. M&E representatives) on MEL tools and ensure consistent data quality across sites and activities.
f) Analyze quantitative and qualitative data to measure project progress, identify gaps, document best practices, and inform ongoing program adaptation.
g) Track food demand and existing research on health, nutrition, and Agri-food
h) Research the use of diaspora remittances for all the sectors, products and services that universities can provide on campus to remittance recipients
i) Identify skills gaps within the three areas of health, nutrition and agri-food.
j) Prepare periodic reports, generate data visualizations, and present findings to the Secretariat, partners, and external audiences.
k) Conduct field visits to validate data, assess program delivery, and engage with local stakeholders.
l) Support the development of digital data dashboards and M&E tools to track real-time progress.
m) Foster a culture of learning, knowledge sharing, and continuous improvement within the Collaborative by facilitating workshops and training sessions to build M&E capacity across university and non-academic partners, including hosting regular M&E learning sessions and contributing to the Community of Practice’s knowledge products.
n) Ensure all M&E practices meet ethical standards and data privacy requirements, especially regarding vulnerable youth populations.
o) Other duties, as assigned.
QUALIFICATIONS REQUIRED EXPERIENCE/EDUCATION:
a) Master’s degree in Monitoring and Evaluation, International Development, Development Studies, Statistics, Public Policy, Social Sciences, Agriculture/ Nutrition or a related field.
b) Minimum of 3-5 years of relevant experience in M&E roles, preferably in the agrifood, youth/education, or workforce development programs within large-scale, multi-partner development or education initiatives, with at least 2 years in Ghana or Sub-Saharan Africa.
c) Demonstrated experience designing M&E systems for complex, multistakeholder, and/or donor-funded initiatives.
d) Proven experience in both qualitative and quantitative evaluation methods.
e) Experience working in Ghana or similar African contexts is a strong asset.
f) Proven ability to facilitate stakeholder engagement, including with academic, industry, and non-profit partners.
KNOWLEDGE, SKILLS AND BEHAVIOURS:
a) Strong understanding of evaluation frameworks, indicators, and results-based management.
b) Skilled in quantitative and qualitative M&E methodologies; high proficiency with databases, spreadsheets, M&E data analysis software (e.g., SPSS, STATA, R, Power BI etc.) and survey platforms (e.g., KoboToolbox, ODK etc.).
c) Strong spoken and written communication skills. A strong ability to translate complex findings into clear reports and presentations, respond to critical issues, and solve problems with sensitivity and good judgment.
d) Strong organizational skills and attention to detail.
e) Collaborative mindset with an ability to work across diverse institutions and cultures.
f) Entrepreneurial, flexible, and solution-oriented, able to adapt to evolving contexts and respond to emerging needs and opportunities
